An account-level issue can affect many or all offers in an account, while an item-level issue may be limited to particular products. The exact impact depends on the issue shown in Merchant Center.
Official Google guidance
Google’s issue documentation describes warnings and suspensions as account-level issue types. It explains where account issues can appear and that serious issues may sometimes result in suspension without a warning. Product issues can be investigated in diagnostics and the issue details page. Follow the current UI and account notice because labels and controls can change.
A simple way to sort the notice
- Account-level: investigate shared business, website, policy, or catalog patterns that may affect multiple offers.
- Product-level: inspect the affected items and specific attributes, landing pages, or eligibility signals.
- Destination-specific: confirm whether free listings, Shopping ads, or another destination is affected.
- Warning or suspension: note the dates, instructions, and any review window displayed for the account.
Do not infer that one green or approved status means every product or destination is eligible. Review the full diagnostics list and check a sample of affected items against the live store.
Industry practice and our recommendation
Build an issue map with columns for notice text, scope, example URLs or product IDs, likely source, change owner, and verification. This makes multi-product issues easier to reason about; it is not a Google requirement. Avoid broad edits before identifying the underlying pattern.
For account-level patterns, see suspension support, read why accounts are suspended, and browse the FAQ.
